Per Diem Title 5 Sanitarian | South Shore 5 Public Health Alliance (SS5PHA)

Location: Based in the Town of Rockland, MA (Providing regional coverage to Hanover, Marshfield, Norwell, Pembroke, and Rockland) Funding: Grant-funded via the Massachusetts Public Health Excellence Grant for Shared Services, Department of Public Health Hours: Support on an as-needed basis (Expected approximately 10 hours per week) Hourly Rate: $30 – $40 per hour (Salary commensurate with experience)

Position Purpose

This position supports the SS5PHA to promote the health and well-being of residents through environmental, community, and public health responsibilities. The Title 5 Sanitarian performs technical and inspectional work to protect public health through the enforcement of state and local laws. This role also supports preventative health programs and collaboration between public health nurses and inspectional staff across the five participating communities.

Scope and Judgment

The Title 5 Sanitarian assists in providing services to Hanover, Marshfield, Norwell, Pembroke, and Rockland. Coverage varies based on regional needs. The role requires specialized knowledge of environmental health, sanitation, and local public health operations.

Supervision Received

This role works under the general administrative direction of the SS5PHA Health Directors in accordance with Massachusetts General Laws, Board of Health regulations, town bylaws, and state/federal regulations.

Essential Functions

  • Conduct Title 5 septic system inspections according to Massachusetts regulations.
  • Perform or witness percolation (perc) tests and deep observation holes; document soil conditions and groundwater elevations accurately.
  • Review inspection reports and system plans for compliance and completeness.
  • Issue inspection reports and communicate findings to property owners, contractors, and local officials.
  • Respond to environmental health complaints and investigate potential public health nuisances.
  • Maintain accurate records of inspections and enforcement actions.
  • Provide technical assistance to residents and businesses regarding public health regulations.
  • Support local boards of health with the enforcement of state and local sanitary codes.
  • Assist with inspections related to housing and sanitation as needed.

Job Environment

  • Work is performed in both field and office settings.
  • The schedule is flexible based on departmental needs.
  • Site visits may involve uneven terrain, outdoor exposure, and varying weather conditions.

Recommended Minimum Qualifications

  • Certification: Must be a Certified Soil Evaluator and System Inspector in Massachusetts (or comply with Soil Evaluator licensure within 18 months).
  • Technical Knowledge: Strong understanding of 310 CMR 15.000 (Title 5) and local public health regulations.
  • Skills: Ability to interpret technical site plans, strong verbal/written communication, and proficiency in basic computer recordkeeping.
  • Requirements: Valid driver’s license and reliable transportation.

Preferred Qualifications

  • Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) designation.
  • Experience with municipal or regional health departments in Massachusetts.
  • Familiarity with environmental health programs such as food safety, housing, pools, or camps.
