Regional Health Inspector | South Shore 5 Public Health Alliance (SS5PHA)

Position Purpose

This position supports the South Shore 5 Public Health Alliance to promote the health and well-being of residents through environmental, community, and public health responsibilities. The Regional Health Inspector performs technical and inspectional work to enforce state and local regulations. The role also supports preventative health programs and fosters collaboration between public health nurses and inspectional staff across the five participating communities.

Scope and Judgment

The Regional Inspector provides services to the communities of Hanover, Marshfield, Norwell, Pembroke, and Rockland. Coverage varies based on regional needs. The role requires specialized knowledge of environmental health and sanitation. The inspector is expected to exercise judgment and initiative to develop new procedures and contribute to regional-level initiatives.

Supervision Received

The Inspector works under the general administrative direction of the SS5PHA Health Directors in accordance with Massachusetts General Laws, Board of Health regulations, town bylaws, and state/federal regulations.

Job Environment

  • Operates telephones, computers, and standard office equipment.
  • Maintains constant contact with community organizations, residents, vendors, and government agencies via phone, email, or in person.
  • Conducts inspection work in the field, occasionally under adverse environmental conditions.

Essential Functions

  • Enforce federal, state, and local laws regarding public health and safety.
  • Inspect food service establishments, nursing homes, daycares, and retail stores for compliance with state sanitary codes.
  • Investigate food establishment complaints and foodborne illness cases in collaboration with Public Health Nurses.
  • Report violations and take corrective actions, including issuing instructions, tickets, or order letters.
  • Assist Health Directors in preparing documents for public health hearings and legal actions.
  • Educate food handlers on the prevention of foodborne illness in residential and commercial kitchens.
  • Investigate nuisances related to housing conditions, rodent control, drinking water, and septic systems.
  • Participate in the development of emergency preparedness and public health education programs.

Minimum Entrance Requirements

  • Education and Experience: Bachelor’s degree in environmental science or public health, and 1–3 years of related experience (or an equivalent combination of education and experience).
  • Certifications (Required or Eligible for):
    • Registered Sanitarian (RS) or equivalent within six years of hire.
    • Foundations for Local Public Health Practice course within 18 months.
    • Food inspection certifications (ServSafe, MAPHIT).
    • Certified Pool Operator (CPO) and Housing Inspection training within one year.
    • Valid driver’s license and personal transportation.

Preferred Qualifications

  • Massachusetts Title 5 Septic System inspection and Soil Evaluator certifications.
  • Excellent interpersonal skills with the ability to interact professionally with culturally diverse individuals.
