Regional Public Health Specialist | South Shore 5 Public Health Alliance (SS5PHA)
Location: Based in the Town of Rockland, MA (Providing regional coverage to Hanover, Marshfield, Norwell, Pembroke, and Rockland) Funding: Grant-funded via the Massachusetts Public Health Excellence Grant for Shared Services, Department of Public Health Hours: Part-time, 15–19 hours per week Hourly Rate: $30 – $40 per hour (Salary commensurate with experience)
Position Purpose
This position supports the South Shore 5 Public Health Alliance to promote the health and well-being of residents through environmental, community, and public health programming. The Regional Public Health Specialist collaborates with member communities and regional staff to lead health promotion efforts and support preventative health programs across the five participating communities.
Scope and Judgment
The Specialist assists in providing services to Hanover, Marshfield, Norwell, Pembroke, and Rockland. Coverage varies based on regional needs. The role requires working knowledge of community and local public health operations.
Supervision Received
This role works under the general administrative direction of the SS5PHA Health Directors in accordance with Massachusetts General Laws, Board of Health regulations, town bylaws, and state/federal regulations.
Essential Functions
- Assist in the development, implementation, and evaluation of strategic programs and coalition projects (e.g., data collection, regional outreach, and public health education).
- Coordinate and provide resources to individuals and families impacted by health issues such as substance use, mental health, hoarding, and food insecurity.
- Execute periodic assessments of community health needs and interpret data to target education and intervention services.
- Develop and maintain a regional resource guide for use by agencies and the general public.
- Build collaborative relationships with community organizations and strategic partners.
- Design and lead community educational events on topics including harm reduction and health literacy.
- Coordinate grant opportunities, including application preparation and award management.
- Assess situations and refer cases to appropriate stakeholders when they exceed the defined scope of work or licensure level.
- Comply with Massachusetts Department of Public Health (DPH) training regarding confidential personal information and HIPAA requirements.
Recommended Minimum Qualifications
- Education: Bachelor’s Degree in public health, social work, or a related field (Graduate-level study preferred).
- Experience: Three or more years of professional experience in public health or social services, or an equivalent combination of education and training.
- Skills: Excellent interpersonal skills and the ability to interact professionally with culturally diverse individuals.
Preferred Qualifications
- Background in clinical social work or public health practices.
- Experience in case management or public health emergencies.
- Knowledge of harm reduction strategies and trauma-informed care.
